NOAA releases 2018-19 Winter Outlook

NOAA's Climate Prediction Center has released its Winter Outlook, which found that in December and February much of the United States will see above-average temperatures and that there's a 70 to 75 percent chance of El Nino developing.

"We expect El Niño to be in place in late fall to early winter", said Mike Halpert, deputy director of NOAA's Climate Prediction Center.

According to NOAA, in ME, the three-month average snowfall in Portland, across December, January and February, is 14.8 inches, in Bangor 16.1 inches, and in Caribou, 23.4 inches.

A weak El Niño, described by NOAA as a warming of parts of the Pacific Ocean, is likely to occur this winter, which may contribute to increased precipitation in the southern United States and parts of the East Coast, according to NOAA. In the U.S. Winter Outlook for December through February, above-average temperatures are most likely across the northern and western U.S., Alaska and Hawaii.

The Southeast, Ohio Valley and mid-Atlantic can go any which way on temperature, Halpert said. Weather experts predict a warmer than normal winter in Kansas.

Kentucky has equal chances for both above and below average temperatures according to NOAA's outlook.

It also said that wetter-than-average conditions are likely across the southern part of the US, and up into the Mid-Atlantic.

Meanwhile, the southern-third of the USA and much of the East Coast could be hunkering down for a wetter than normal December through January. The chances are highest in southeastern Georgia and much of northern and central Florida.

- Warmer-than-normal conditions are anticipated across much of the northern and western USA, with the greatest likelihood in Alaska and from the Pacific Northwest to the Northern Plains.

But drought conditions are anticipated to improve in areas in Arizona and New Mexico, southern sections of Utah and Colorado, as well as the coastal Pacific Northwest and Central Plains, the agency said. They will provide you with estimated snowfall totals for the winter in Eastern Kentucky.

Even so, it's no time to ditch the shovels and heavy winter jackets, with NOAA warning that its forecast does not mean the winter of 2018-2019 will not feature major snowstorms. The next update will be posted on November 15.
