Live video shows the woman sitting at the base of Lady Liberty as police prepare to get her down using a rope rescue system because she is refusing to cooperate. The woman, who was alone, has given "no indication" of why she was climbing the statue, Somma said.

The protest group, Rise and Resist, earlier said the climb wasn't connected to the banner demonstration.

Martin Joseph Quinn, a Rise and Resist organizer, told CNN that Okoumou is involved in the group but her climb was not part of their plan.

She was arrested by two rappelling police officers after an hours-long standoff on America's Independence Day.

The Statue of Liberty, from pedestal foundation to the tip of the torch is 305 feet, 6 inches tall.

The group did release a statement offering its support for Okoumou, explaining that all along they were concerned for her safety and are now looking for legal representation for her.

The officers said initially she was hostile, but they kept calmly talking to her. Earlier, several people on the statue's pedestal hung a banner emblazoned with a message about abolishing Immigration and Customs Enforcement and were arrested.

Liberty Island ended up being evacuated on the Fourth of July during this entire incident as stated by Jerry Willis of the National Park Service. The US media has reported her name as Therese Okoumou, a 44-year-old Congolese immigrant.

A spokesman for the National Park Service, which runs the monument, saw it differently. He said he didn't know her name.
