Good question. It's kind of like the regular NFL draft (with some key differences), only it's for players who, for whatever reason, are not illegible to play college football any longer but had not entered the official draft. Quarterback Bernie Kosar was selected in the 1985 supplemental draft and wide receiver Josh Gordon in 2012. The team is now projected to receive four compensatory picks next year, including two sixth-rounders, mitigating the risk even more.
However, the Minnesota Vikings will be going forward without adding a player through the Supplemental Draft and will be headed into the 2018 NFL season with one of the most talented secondaries in the league.
The catch with all of this is that if your team winds up drafting a player, then they forfeit the corresponding selection in the normal NFL Draft next year.
However, that doesn't mean that other franchises haven't acquired some great players through the Supplemental Draft. The draft is conducted via email after the order is determined using a weighted lottery system based on last year's standings. That determines who picks first through 10th.

It could easily be a result of feverishly preparing for his pro day the few weeks prior.
Alexander is the third Virginia Tech player the Redskins have drafted this offseason. Beal is a long corner with good speed - he ran a 4.4 40-yard-dash - but needs to refine his technique, especially when it comes to tackling. The Cleveland Browns have two picks in next year's third round.
The Colts have some draft capital in 2019 to play with.
