The cost-effective 2019 Building Energy Efficiency Standards, which take effect on January 1, 2020, focus on four key areas: smart residential photovoltaic systems, updated thermal envelope standards (preventing heat transfer from the interior to exterior and vice versa), residential and nonresidential ventilation requirements, and nonresidential lighting requirements.

Robert Raymer, technical director for the California Building Industry Association, called it a "quantum leap". In California, building codes and energy efficiency standards are updated every three years.

Multi-family housing units, many of which will also have to have solar panels under the new rule, are not included in the forecast.

Senior Vice-President at ICRA, Sabyasachi Majumdar, said, "Hybrid projects are likely to be competitive in tariffs compared to individual wind or solar energy projects, given the benefits associated with hybrid projects - mainly in respect of lower capital cost, optimisation of transmission infrastructure and higher generation expected". As former New York City Mayor Michael Bloomberg, who now serves as UN Special Envoy for Cities and Climate Change, said, "Americans will honor and fulfill the Paris Agreement by leading from the bottom up - and there isn't anything Washington can do to stop us".

Representatives of the construction, utility and solar industries all helped develop the new standard, and no industry groups spoke in opposition Wednesday.

The regulations include exceptions for when solar panels aren't cost-effective or feasible, such as on a home shrouded in shade.
