Chief Cabinet Secretary Yoshihide Suga told a news conference that Japan's steel and aluminum shipments posed no threat to US national security.

"The proclamation will have a clause that does not impose these tariffs immediately on Canada and Mexico", Navarro said. The White House is now clearly avoiding that kind of talk: "We will have ongoing discussions with Canada and Mexico", a senior White House official said in a pre-announcement briefing.
