Earlier, the Chief Minister had sacked Haseeb Drabu as Finance Minister after he termed Kashmir as a social and not a political issue.

"While I understand and accept the decision of the Party, to take to media before talking to me, was painful. I stand informed by the media first as a speculation then as a fact".

Speaking at an event in New Delhi on March 9, Drabu had said, "Don't see J&K as a conflict state and a political issue".

The sacking of Haseeb Drabu as Jammu and Kashmir Finance Minister signals hard posturing by the ruling PDP and should be a point of worry for coalition partner BJP.

There were reports that the coterie led by Mehbooba's maternal uncle and vice-president of PDP Sartaj Madni was unhappy with Drabu who was an authority in financial sector and was trying to stem out corruption by introducing the online system of payments by government departments.

Drabu said that it was made in the larger context of how society in Kashmir has been ravaged and has impaired real-life situations and sensibilities especially of the youth.

Drabu said his speech at the PHDCCI programme on March 9 was focused on a thought, which had been on his mind: the role of civil society in resolving the issue of Kashmir.

However, Shukla said these provisions can be debated during the discussion on the bill and introduced the bill. But opposition insisted on a discussion on banking fraud under rule 168/169 which require voting.

Mr Drabu, who is considered close to the BJP leadership, expressed gratitude to Chief Minister Mufti for giving him the opportunity to contribute towards accomplishing the PDP mission.
