UNRWA spokesman Sami Mushasha said in a statement that "what perpetuates the problem of Palestinian refugees is failure of the parties to deal with this issue, which should be resolved by the parties to conflict through peace negotiations based on United Nations resolutions and worldwide law as well as active involvement from the global community".
